TRAFFIC COMMISSION MEETING

MARCH 6, 2002


 

Voting Members Present:       Sharon Semans, Ron Eck, Mark Downs, Ron Bane,

                                                Phil Shuman, Gene Kiral, Katy Gleitzman

 

Non-Voting Members Present:          Terry Hough, City Engineer, Chuck Williamson,

                                                            Police Dept., Carol Allen, Secretary

 

Voting Members Absent:       Roy Nutter, Jim Lattanzi


Ron Eck welcomed new member, Mark Downs. The commission members introduced themselves.


MATTERS OF BUSINESS:

Minutes from the December, 2001 meeting were approved as presented.


OLD BUSINESS:

None


NEW BUSINESS:

400 Block of Elysian Avenue: Request to eliminate on-street parking on the odd-numbered side of the 400 block of Elysian Avenue.


A resident of 437 Elysian Avenue spoke against eliminating parking. He said that the street is wide enough to allow emergency vehicles to pass through even when cars are parked on both sides of the street. He referred to an apartment building which has no off-street parking available. If parking were eliminated on one side of the street, it would create a parking problem for these tenants. He stated the only problem he sees is on Sundays when people attending services at the church on the corner park all along the street. He feels this situation needs to be dealt with through a dialogue with the church rather than involvement by the City.


Ron Bane agreed that Sunday parking is somewhat of a problem, but during the rest of the week, there doesn’t seem to be a problem.


Phil Shuman asked the City Engineer if she had received any complaints that emergency vehicles/garbage trucks are having difficulty getting through.


Terry Hough said she had not.


Sharon Semans stated that she drove through the area twice, at different times of the day, and only one or two cars were parked on the street.


Gene Kiral stated the same.


Ron Bane made a motion to DENY this request. Motion was seconded by Phil Shuman and carried unanimously.


Grandview Ave.: Request by resident to eliminate parking on one side of Grandview.


Dennis Allen, resident at 76 Grandview, asked what section of Grandview this request was made for.


Terry Hough said it was the section between Grand and Sheldon.


Mr. Allen stated that there are seldom cars parked so as to cause any problem.


Katy Gleitzman said she drove through the area and did not see any cars.


Mark Downs asked the City Engineer what the width of Grandview is.


Terry said she is not sure, but she will have it measured and report back at next meeting..


Gene Kiral agreed that the width should be checked before a decision is made. He made a motion to TABLE this request. Motion was seconded by Ron Bane and carried unanimously.


Speeding on Burroughs St. and Eastern Ave.: Request for speed limit signs on both ends of Burroughs St.


Chuck Williamson said there is currently only one speed limit sign. He recommends that one be placed on the other end of Burroughs near Collins Ferry Rd. and one on Burroughs at Eastern.


Terry Hough said that there was one sign near Collins Ferry Rd. that was taken down during construction of the sidewalks. That sign will be replaced. She did not recommend that any additional signs be installed.


Ron Bane motioned to DENY this request. Mark Downs seconded motion. Motion carried unanimously.


OTHER BUSINESS:

Ron Bane expressed his appreciation to the City Engineer and the Public Works Department for installing the guardrail on Dorsey Avenue.


Sharon Semans thanked the City Engineer and Public Works Director for the new markers (bright sticks) which were placed in the d-channels of the sign posts on Willey St. and High St.
