TRAFFIC COMMISSION MEETING

WEDNESDAY, June 13, 2007

 

Voting Members Present: Chris Gluck, Graham Kenneweg, Roy Nutter, Peter Schuster, Don Spencer, Paul Steel, Buffy Vehse, Dennis Bidwell

 

Non-Voting Members Present: Terry Hough, Capt. Mike Lantz,

 

Members Absent: Ken Martis, Ron Eck, and Dave Purkey

 

 

MATTER OF BUSINESS:

 

Meeting was called to order by Vice Chairman Nutter.  There were no minutes distributed for the May 2, 2007 meeting.

 

BIKE BOARD:

 

Item # 0. - Education

Frank Gmeindl, Chairman of the Bike Board, gave a brief presentation for education on Safe Bicycling.  Frank Recommended that a 1 hour course before or after the next Traffic Commission meeting be held.  It was decided that before the next meeting this course will be held.

 

Item # 1. – Membership

Frank Gmeindl reviewed the Recommended Replacements for the Bike Board. They were; Autumn Bryson, Second Ward; Gunnar Shogren, Fifth Ward; Sam Stone, Nortic Drive; and Alice Vernon, Snake Hill.

 

Don Spencer moved to confirm new membership; Seconded by Pete Schuster; Motion passed Unanimously.

 

Item # 2 – Infrastructure Recommendation - Signage

Chip Walmsly, Bike Board Member, gave presentation on Infrastructure Pilot Project. Chip gave handout to each board member describing design/cost of each marking. The handout also gave a list of streets/roads that the Bike Board would like to see marked. Chip stated that each marking might cost about $150, there are certain discounts that may be applied for the Design but the $150 does not include instillation cost. (see Pamphlet for further details)

 

Roy suggested that the Bike Board break down the list into priority roads or streets.

 

Discussion ensued.

Will continue discussion in next meeting.

 

Item # 3 – Share the Road Signs on Rail Trail

Frank discussed using “Keep Right” Signs on the entrances to Rail Trail.  He also discussed placing a dotted line on the rail trail.

 

Discussion ensued.

 

Dennis Bidwell moved to recommend placement of keep right signs to BOPARC. Seconded by Paul Steel.

 

Discussion ensued.

 

Motion Passed Unanimously.

 

Don moved to recommend painting a dotted line on rail trail in high traffic areas to BOPARC.  Seconded by Buffy Vehse.

 

Discussion ensued.

 

Motion passed.

 

 

UNFINISHED BUSINESS:

 

Monthly Updates

Spread Sheet of Unfinished Business reviewed by Terry Hough. Updates added to spreadsheet for July 11, 2007 Meeting.

 

Forest Ave: Terry Hough stated that the Fire Chief did not have a problem with closing the street half way.  Police Chief did not have a problem with it either.

Paul Steel stated that the owner of the Dairy Queen would not have access to there gravel parking lot if the street was closed partway.

 

Dennis Bidwell made a motion to Table the issue until more information can be gathered from property owners. Seconded by Chris Gluck.  Motion Pass Unanimously

 

Anderson Ave: Lt. Lantz gave crash report which stated that in 2 years and seven months there has been on accident at the intersection of Anderson Avenue and Aspen Street.

 

Don Spencer made a motion to move Anderson Ave issue to Traffic Calming Committee. Seconded by Chris Gluck. Passed Unanimously.

 

Pedestrian Safety: Topic of discussion has been moved to August Meeting

 

 

NEW BUSINESS:

 

Grand Street: Terry stated that we could move traffic from side to side or,  wait and see what happened with Evensdale Traffic Calming, get the public involved, and write up a petition.

 

Discussion ensued.

 

Don Spencer moved to refer matter to the Neighborhood Association seeking a petition in order to make further progress. Motion seconded by Chris Gluck. Motion passed unanimously.

 

Prairie Ave: Terry Hough explained that the plans for the relocation of Prairie Ave are not valid. 

 

Discussion ensued.

 

Dennis Bidwell moved to table the issue until further information can be gathered. Seconded by Peter Schuster. Motion passed unanimously.

 

Home Rule: Don Spencer reviewed handout, discussing photo radar. The photo will take a picture of the front of the car and the back, capturing the face of the driver and license plate of the car.

Roy Nutter instructed Traffic Commission members to “brain storm” for ideas to bring up in July meeting.
