MINUTES
TRAFFIC COMMISSION MEETING
NOVEMBER 7, 2001
Voting Members Present: Ron Eck, Katy Gleitzman, Phil Shuman, Gene Kiral, Sharon
Semans, Jim Lattanzi, Ron Bane, Roy Nutter
Non-Voting Members Present: Terry Hough, City Engineer; Chuck Williamson, Police Dept.
Ron Eck opened the meeting by reading a resignation letter from Ron Justice, who has
served the Commission as Council representative for several years. Ron Bane will be
replacing him as Council's representative. There is currently a vacancy in the 1st and 5th Wards.
MATTERS OF BUSINESS: Minutes of the September meeting were presented. Two items were requested to be corrected. Minutes were approved with these two amendments.
OLD BUSINESS:
Eastern Avenue Traffic Study Update
A second traffic count was taken on Thursday, October 11th. Comparison with the June count
is as follows:
June - 1,500 total vehicles per day with 85th percentile speed of 33.8 m.p.h. northbound
and 30 m.p.h. southbound
Oct. - 2,300 total vehicles per day with 85th percentile speed of 30 m.p.h. northbound
and 33 m.p.h. southbound
Sheldon Avenue Traffic Study Update
A second traffic count was taken on Thursday, October 11th. Comparison with the June count
is as follows:
June - 472 total vehicles per day with 85th percentile speed of 29 m.p.h. eastbound
and 28.7 m.p.h. westbound
Oct. - 566 total vehicles per day with 85th percentile speed of 29.7 m.p.h. eastbound
and 29.2 m.p.h. westbound
Willowdale Road Update
Terry Hough stated that two flashing lights and a series of signs will be installed. Entrance signs
will soon be installed at the intersections of Willowdale/Stewart and Willowdale/McCullough: "Entering Highland Park Area - Please Drive Carefully". We are still waiting on the power co. to install drops for flashing lights to be installed.
Chuck Williamson said that enforcement has been heavily increased, and it seems to be working.
R. Bane said that he has heard positive reports from residents and citizens and thanked the Police Department for the extra effort.
J. Lattanzi stated that enforcement will work. People don't want to get tickets. With proper enforcement, the problem will be resolved. He commended the Police Department.
G. Kiral, a resident of Willowdale Rd., said he has seen officers there regularly. He feels that once the public realizes that the speed limit is being strictly enforced, speeding will decrease.
P. Shuman said that September is the best month of the year to crack down on enforcement, since traffic increases with new and returning students.
Patteson Drive Crosswalk:
R. Nutter said he has spent time observing the walkway situation on Patteson Drive near the
entrance to Taco Bell/Eat n Park. He said that drivers who are pulling out of the Taco Bell can't see the crosswalk clearly. It needs to be made more visible. He suggested cross-hatching.
This matter was turned over to the City Engineer for resolution.
NEW BUSINESS:
Krepps Street: - Request by resident for a no-parking zone on Krepps Street.
Residents from the area attended the meeting and spoke against this request. They are as
follows:

Christy Cavallaro
William Ryan
Larry Calemine
Albert Calemine
They stated that there is only one car that parks on the street regularly, and this does not
cause any problem. They also stated that the individual who made the request (a resident of Kenwood Place) does not live near this area. The residents also presented a petition with 23
signatures of individuals who are opposed to this request.
J. Lattanzi made a motion to deny this request. The motion was seconded by R. Nutter.
Motion carried unanimously.
Garrett Street: Request by Engineering Department for two (2) STOP signs.
T. Hough stated that drivers on Garrett St. assume there is no reason to stop. She requested
two (2) stop signs on Garrett Street at Moore St.: one on the street and one at the parking lot.
G. Kiral motioned to approve this request for two (2) stop signs. Motion was seconded by
R. Bane. Motion carried unanimously.
R. Bane said that residents in his ward have requested a 4-way stop at Astor/Hite/Standard.
He requested that this item be placed on the agenda for the next meeting.
C. Williamson gave an update on Ron Justice's request to study Vandalia Rd./Augusta Ave.
for parking problems. He said he and the City Engineer have been there several times, and they do not see a parking problem. Most residences have off-street parking available.
J. Lattanzi said that this Commission has to be very careful about making decisions to remove on-street parking. It has a tremendous impact on neighborhoods.
OTHER BUSINESS:
Audrey Coberly, 659 McCullough Avenue, spoke and requested the Traffic Commission to consider restoring the no-parking zone on McCullough Avenue. She said that it is difficult to see at the intersection of McCullough and Willowdale when there are cars parked on the street.
K. Gleitzman asked the City Engineer if she knew the history of the parking situation on McCullough Avenue.
T. Hough stated that she was not aware that it used to be a "no-parking" zone. She suggested placing this item on the agenda for the next meeting.
