MINUTES
June 6, 2001

Minutes:
Motion to approve May minutes by R. Nutter, seconded by J. Lattanzi. Motion approved unanimously.
OLD BUSINESS: None
NEW BUSINESS:
Eastern Avenue: Speeding
Allen Hood, 556 Lake Street, discussed speeding problems on Eastern Avenue and possible solutions.
Motion made by J. Lattanzi to aggressively police area, amendment made by R. Eck to do a traffic study of area, seconded by G. Kiral. Motion approved unanimously.
Sheldon Avenue / King Street / Grandview & the Park at the intersection: Speeding and safety problem.
Ann Sauvagot, 77 Sheldon Avenue, discussed speeding on Sheldon Avenue and possible solutions. Ms. Sauvagot asked the Commission to install some sort of warning signs that children were present. Ms. Sauvagot also brought a copy of a survey that she may distribute in the neighborhood.
Milton Cohen, 1060 Ross Street, thanked the Police Department for placing the "check your speed" sign at the park. He also discussed speeding in the area and possible solutions.
Joanne Swager, 93 Richmond Avenue, commented on speeding in the area of the park.
Discussion ensued on lowering the speed limit to 15 mph and speed tables. T. Hough stated that speed tables are expensive, cause drainage problems, and will cause difficulties when plowing the roads because of winter conditions.
R. Nutter made a motion to attempt to obtain equipment for complete study of area, add a three-way stop at Webster and Sheldon, and paint white line at stop signs, seconded by R. Justice. Motion approved unanimously.
McCullough Street: Request by Engineering Department to locate yellow curbing and appropriate signs along McCullough. This request would eliminate sight zone hazard, all parking on the north side of the street, and one on the south side.
T. Hough stated that only one parking space would be eliminated, and that the residents of the area are in favor of the elimination.
J. Lattanzi made a motion to eliminate parking and add yellow curbing as requested by the Engineering Department. Seconded by R. Justice. Motion approved unanimously.
Fairlawns Avenue: Request by Councilperson Miller for a stop sign at intersection of Rotary and Fairlawns.
Discussion ensued on the repercussions of installing a four-way stop at the intersection.
R. Nutter made a motion to approve a four-way stop at the intersection of Rotary and Fairlawns, seconded by R. Justice.
Laurel Street: Request by Councilperson Miller for 2-way signs on Laurel (from University)
Discussion ensued.
J. Lattanzi made a motion for denial, seconded by R. Justice. Motion approved unanimously.
Decker’s Creek Road: Request by Mayor Scafella to open Decker’s Creek Road for bike traffic to Spruce Street.
Discussion ensued on the dangers of opening the area to bike traffic and the cost associated with the project.
R. Justice made a motion for denial to open the area to bike traffic for safety reasons, seconded by G. Kiral. Motion approved unanimously.
North Spruce Street: Request by resident to eliminate a truck-loading zone at 617 North Spruce Street.
No discussion ensued.
J. Lattanzi made a motion to eliminate the truck-loading zone, seconded by G. Kiral. Motion approved unanimously.
University Avenue: Request by resident for the placement of "25 mph Speed Limit" signs along University Avenue (Rotary Avenue, Junior Avenue, Star City,…).
R. Justice made a motion to approve the placement of speed limit signs at discretion of City Engineer, seconded by R. Nutter. Motion approved unanimously.
Carnegie Street & Diamond Avenue: Request by resident for a "25 mph Speed Limit" signs in the 100/200 blocks of Diamond Avenue and Lower Carnegie Street (before the bridge).
R. Justice made a motion to approve the placement of speed limit signs in the Carnegie-Diamond area, seconded by J. Lattanzi. Motion approved unanimously.
Spruce and Pleasant Street: Request by Councilperson Bill Byrne to re-examine the decision of "No Turn on Red" at the intersection of Spruce and Pleasant Streets.
Discussion ensued on the original request. T. Hough was asked to review the request and the amendment to make certain if the stop was supposed to be for all directions.
J. Lattanzi made a motion for denial, seconded by G. Kiral. R. Justice amended the motion to include that the City Engineer to take the intent of the Traffic Commission to be included in the resolution. J. Lattanzi agreed. Motion approved unanimously.

Commission Comments – Televising meetings
Discussion ensued on televising the Traffic Commission meetings. It was a consensus that the meetings would be enviably televised.
