December minutes – Motion to approve minutes by M. Paparozzi, seconded by T. Miller.
Motion approved unanimously.
Election of Officers- Motion to retain Mary Templeton as Chair and Ray Hicks, Jr. as
Vice Chair by J. Lattanzi, seconded by T. Miller.
Stanley Wearden was introduced as the newest member of the Planning Commission.
OLD BUSINESS:
S01-16 / Vic’s Garage /
1301 University Avenue: Request
by Gary Solomn to construct a lean-to type metal roof at the rear of the
property at 1301 University Avenue. Tax
Map #26A, Parcel #14, a B-4, General Business District. (Applicant requests that the issue be
tabled)
No discussion ensued.
Motion to table request by J. Lattanzi, seconded by M. Paparozzi. Motion approved unanimously.
NEW BUSINESS:
CU01-27 / Hishmeh / 350
High Street: Request by Elias
Hishmeh for conditional use approval for a restaurant-private club license in
the B-4 District, for property located at 350 High Street. Tax Map #26A, Parcel #110, a B-4, General
Business District.
J. Wood read the staff report. He stated that Mr. Hishmeh would like to utilize the lower floor of the Mediterranean Market as a reception hall and/or banquet facility. He also added that in order to serve liquor on the lower level, a restaurant-private club license would be necessary.
Elias Hishmeh presented his request to the Commission. He added that there would be no outside
sales of liquor, only for banquets.
M. Templeton asked for public comment.
There was none.
The public portion was closed.
Discussion ensued as to where on the premises liquor would be
served. Mr. Hishmeh added that
occasionally the number of persons attending a banquet would exceed the number
allowed in the lower level and that those individuals would be seated on the
main floor.
Motion to recommend approval for restaurant-private club license for
main and lower levels at 350 High Street to the Board of Zoning Appeals by B.
Rasmussen, seconded by T. Miller.
Motion approved unanimously.
CU01-28 / Nasey, LLC / 222 High Street: Request by Nasey, LLC for
conditional use approval for a multi-family unit in the B-4 District at 222
High Street. Tax Map #26A Parcel #138,
a B-4, General Business District.
J. Wood read the staff report.
He stated that Nasey, LLC would like to locate apartment units in the
old GC Murphy Building. He added that
the proposal is for seven units with a total of 10 bedrooms. He also added that the ground floor would
remain retail.
Gregg Metheny presented the request to the Commission.
Discussion ensued on trash receptacle and regulations enforced by the
owner.
M. Templeton asked for public comment.
There was none.
The public portion was closed.
Motion to forward a recommendation for approval to the Board of Zoning
Appeals by J. Lattanzi, seconded by M. Paparozzi. Motion approved unanimously.
CU-29 / Kincaid / 156 Clay Street: Request by Russell
Kincaid for conditional use approval for a multi-family unit in the B-4
District at 156 Clay Street. Tax Map
#28A Parcel #38, aB-4, General Business District.
L. Martin read the staff report.
She stated that Mr. Kincaid would like to convert the top floor of the
La Casa Building into four one-bedroom apartments. She also added that Mr. Kincaid was previously approved for
shared parking for the apartments.
Russell Kincaid presented the request to the Commission.
M. Templeton asked for public comment.
There was none.
The public portion was closed.
No discussion ensued.
Motion to forward a recommendation for approval to the Board of Zoning
Appeals by T. Miller, seconded by M. Paparozzi. Motion approved unanimously.
MNS01-14 / Hackney / 616 Hillwood Drive:
Request by Billy Ray Hackney for minor subdivision approval for property
located at 616 Hillwood Drive. Tax Map
#34 Parcel #1, a R-1, Single-family Residential District.
L. Martin read the staff report. She stated that the minor subdivision would create two
parcels that will exceed the R-1 requirements.
Dave Beard presented the request to the Commission.
M. Templeton asked for public comment. There was none.
The public portion was closed.
No discussion ensued.
Motion to approve the request by J. Lattanzi, seconded by B. Rasmussen. Motion
approved unanimously.
OTHER BUSINESS
J. Wood explained the memo for the zoning rewrite.
T. Miller stated that City Council is seeking a resident from the 4th Ward to be a representative for the Planning Commission.
