The regular meeting of the
Morgantown Parking Authority was held at

Chairman Ernest Fortuna called the meeting to order at
APPROVAL OF MINUTES:
Upon a motion by Mr. Byrne,
seconded by Mr. McEwuen and approved by unanimous vote, the minutes of the
regular meeting of
UNFINISHED BUSINESS:
Satellite Parking:
Mr. Arnold researched parking in the downtown and determined there are 600 students renting apartments in the downtown. He is not sure how many of the 600 students have parking permits. He has asked several landlords/property owners where their tenants park and was told that they do not know. Mr. Arnold would like to meet with the landlords on a formal basis and get an inventory of the students and residents in the downtown to establish a permit program that would require them to obtain a parking permit. Mr. Byrne suggested that the landlords gather vehicle information on the tenants to see what their parking needs are.
Mr. Arnold
said he is trying to understand the parking needs of the downtown residents and
to see how many people are willing to take advantage of the satellite-parking
program. Mr. McEwuen said
the price for satellite parking must be substantially less then the $100 charge
to park in the
Mr. Byrne is in favor of partnering with the Mountaineer Mall and would like Mr. Arnold to develop a program on satellite parking. The program will allow the landlords to inform their tenants where they should park and how to obtain a parking permit.
NEW BUSINESS:
Inventory Parking Needs in the B4 Zone:
This agenda item was discussed in unfinished business. Mr. Arnold will meet with landlords of the downtown to determine the parking needs for their tenants.
Metering BoParc Spaces in the Wharf:
Mr. Arnold has been approached by BoParc Director
After a brief
discussion it was moved by Mr. Byrne, seconded by Mr. McEwuen and approved by
unanimous vote to meter the parking near the boat launch ramp off of
Raise “Lost Ticket” Price
in the
Mr. Arnold informed the Authority members that people are parking in the garages for several days without moving their vehicles. When they pay their parking fee they are pressing the “lost ticket” button and only paying the current lost ticket fee of $12 instead of the correct parking fee of more then $12. It was suggested to eliminate the lost ticket fee or perhaps require parkers to display their entrance ticket on the dash of the vehicle so the enforcement officer will know exactly when that vehicle entered the garage. After a brief discussion it was unanimously agree upon to increase the lost ticket fee to $25.
Institute a Fee for Over-Parking on a Garage Permit:
Day parking permits are valid from
After a brief discussion it was unanimously agreed upon to assess a $5 extended parking fee to any permit holder that exits the parking garage in the wrong time zone.

ADJOURNMENT:
The Parking Authority upon a motion by Mr. Byrne, seconded by Mr. McEwuen and approved by unanimous vote went into Executive Session at 4:35 P.M., pursuant to 6-9A-4 of the Open Government Proceedings Act specifically subsection 9 to consider matters involving the purchase, sale, or lease of property, the investment of Public Funds or other matters involving commercial competition, which if made public might adversely affect the financial or other interest of the City or this Parking Authority.
