SPECIAL MEETING SEPTEMBER 26, 2000:



The special meeting of the Common Council of the City of Morgantown was held in the Council Chambers on Tuesday, September 26, 2000, at 7:00 p.m.



PRESENT:

Mayor Frank Scafella, City Manager Dan Boroff, City Clerk Linda L. Little, Jeff Mikorski, Assistant to the City Manager and Council Members Frank Salucci, Tom Bloom, Ronald Justice, Bill Byrne, Betty McClain. (Teresa Miller Absent).



The meeting was called to order by the Mayor.



NEW BUSINESS:



CONSIDERATION OF APPROVAL OF BIDS FOR AIRPORT FENCE:



Bids were received for the Hart Field Perimeter Fencing, AAI Project No. 008066.00 before September 22, 2000 at 2:00 p.m. The bid opening was held at the Airport at 2:00 p.m. and City Manager Dan Boroff explained that, a third unopened bid, arrived at City Hall from a Texas-based company early Friday morning. Vince Nowell, owner of Alco Fence, commented to Council that he sent his bids to the airport manager's office at the airport as described in the bid documents and feels that the city should not consider opening this bid this evening. City Manager Dan Boroff commented that all of the companies did what they thought was correct and there was no unfair advantage afforded by this. The bid was sealed, the documents were received on time and they were given to the City. After discussion on whether to open the bid, motion by McClain, second by Salucci to open the bid package from Texas Commercial Fence Inc. Motion carried a 4-2 vote. (Councilor Bloom and Council Justice Voted No, Councilor Miller Absent).



Rick Colebank, Consulting Engineer for AIP Projects, opened the bid package to inspect the paper work and announced that the base bid was $772, 313.00, and the alternate bid was $789, 563.00 and that the paper work was in order. The other two bids were Alco Fence and All Around Fence Company, as of 9-22-2000 at 2:00 p.m. The low bidder was Alco Fence at $830,512.00, but by opening this bid this evening, the low bidder is Texas Commercial Inc. at $789,563.00. After discussion, City Manager Dan Boroff recommended that Council approve Texas Commercial Fence Inc. to do the work for the airport for the Hartfield Perimeter Fence at the cost of $789,563.00. Motion by Salucci, second by McClain to approve using the low bidder, Texas Commercial Fence, Inc. to do the Hart Field Perimeter Fence for the airport. Motion carried 4-2. (Councilor Bloom and Councilor Justice Voted No, Councilor Miller Absent)
