REGULAR MEETING September 19, 2000:



The regular meeting of the Common Council of the City of Morgantown was held in the Council Chambers on Tuesday, September 19, 2000, at 7:30 p.m.



PRESENT: Mayor Frank Scafella, City Manager Dan Boroff, City Clerk Linda L. Little, Staff Attorney Steve Fanok, Assistant to the City Manager Jeff Mikorski and Councilmembers Frank Salucci, Tom Bloom, Teresa Miller, Ronald Justice, Bill Byrne and Betty McClain.



The meeting was called to order by the Mayor.



APPROVAL OF MINUTES: Minutes from the special meeting & regular meeting on September 5, 2000, were approved as printed.

CORRESPONDENCE:



Mayor Scafella introduced the new City Planner, Jim Wood, and commented he is not a stranger to the area, for he went to school at WVU in the mid 80's and has moved here from North Carolina and we welcome him.

PUBLIC HEARING-LEASE AGREEMENT BETWEEN THE AIRPORT & AIR MIDWEST, INCORPORATED:



Pursuant to a legal notice appearing in the Dominion Post, Mayor Scafella called for a public hearing on the above referenced Ordinance.

There being no appearances or objections, Mayor Scafella declared this hearing closed.

UNFINISHED BUSINESS:



CONSIDERATION OF APPROVAL OF SECOND READING OF AN ORDINANCE AUTHORIZING A LEASE AGREEMENT BETWEEN THE AIRPORT & AIR MIDWEST INCORPORATED: The following entitled ordinance was presented for second reading:

AN ORDINANCE AUTHORIZING A LEASE AGREEMENT BY AND BETWEEN

THE CITY OF MORGANTOWN, LESSOR, AND AIR MIDWEST, INC., LESSEE,

REGARDING THE USE OF SPACE AT THE MORGANTOWN MUNICIPAL

AIRPORT.



After discussion, motion by Miller, second by Justice to adopt the above entitled ordinance. Motion carried 7-0.





BOARDS AND COMMISSIONS:



No boards and commissions appointments at this time.



PUBLIC PORTION:



There being no appearances or objections, Mayor Scafella declared the public portion closed.

SPECIAL COMMITTEE REPORTS:



Councilor Salucci informed Council that Jim Caravasos will be resigning from the Transit Authority in October.



Councilor Justice informed Council that the next meeting of the Solid Waste Task Force will be on September 20, 2000, at 8:00 a.m. in the Public Safety Building.



CITY MANAGER'S REPORT:



NEW BUSINESS:



ITEM NO. 1:



As previously discussed, Channel 15 will be available in the near future for local government broadcasts. To facilitate this, I recommend that $7,141 be expended from the Cable TV Grant to purchase a VHS Camcorder, Light Kit, and supporting equipment to be placed in the City Library. With this equipment, the Library will be able to produce its own programs, as well as, have the equipment available for loan to other governments - County Commission, Board of Education, Star City and Westover.



Motion by Salucci, and second by McClain to approve the City Manager expend $7,141 from the Cable TV Grant to purchase a VHS Camcorder, Light Kit and supporting equipment to be placed in the Library. Motion carried 7-0.



CITY CLERK'S REPORT:

City Clerk thanked Council, City Employees, and United Way Volunteers for their help with the United Way Hot Dog Sale on September 13, 2000. City Clerk also thanked all of those that bought hot dogs, delivered hot dogs, donated items, and those that waited on their hot dogs, and due to this team effort we made $2,300 for the United Way.



STAFF ATTORNEY'S REPORT:



No report.



REPORT FROM COUNCIL MEMBERS:



Councilor Salucci: Councilor Salucci requested that the City Manager

check into the possibility of getting a hook up for the Train Depot for Live Broadcasting of the Transit Meetings.



Councilor Bloom: Councilor Bloom requested a stop sign be placed at the intersection of Franklin & Grand because there have been some near accidents at that intersection.

Councilor Miller: Councilor Miller commented that Jim Wood, the new City Planner, has proven his expertise already at the

Planning Commission Meeting last week.

Councilor Miller commended Linda Little, City Clerk, on what a nice job she did organizing the Hot Dog Sale.

Councilor Miller mentioned that at the Hot Dog Sale someone mentioned to her the possibility of accessibility for disabled residents crossing Patterson Drive.

Councilor Miller also mentioned that on Collins Ferry Road, the telephone polls are creeping out into the street, and that could be dangerous.



Councilor Justice: Councilor Justice reminded Council about the Veterans Memorial Dedication on September 30, 2000 at

Noon, covered dish dinner to follow.

Councilor Byrne: No report.



Councilor McClain: Councilor McClain reported that the Public Works Department is working on the Burroughs Run storm water problem, and are trying to come up with the

best possible solutions.



Mayor Scafella: Mayor Scafella informed Council and the public that the traffic on Spruce and Willey Street has been a problem with the traffic lights being changed. They are only 50% finished at this time so we will have to just be patient a little longer and traffic should be moving better than before.

Mayor Scafella also mentioned that Jeff Mikorski, Assistant to the City Manager, has new pictures on our web page and is updating the page daily. Also included is the article on the web that Morgantown has been selected the #1 Dream City in America.
