REGULAR MEETING MAY 15, 2001:



The regular meeting of the Common Council of the City of Morgantown was held in the Council Chambers on Tuesday, May 15 2001, at 7:30 p.m.



PRESENT: Deputy Mayor Ron Justice, City Manager Dan Boroff, City Clerk Linda L. Little, Assistant to the City Manager Jeff Mikorski and Councilmembers Frank Salucci, Greg Good, Teresa Miller, Bill Byrne and Betty McClain. (Mayor Scafella & Staff Attorney Steve Fanok Absent).



The meeting was called to order by the Deputy Mayor.



APPROVAL OF MINUTES: Minutes from the canvassing on April 30, 2001, and the regular meeting on May 1, 2001, were approved as printed.

CORRESPONDENCE:



Deputy Mayor Ron Justice read a letter from Governor Bob Wise appointing Mayor Frank Scafella to the West Virginia Workforce Investment Board.



Deputy Mayor Ron Justice presented a proclamation to John Skeel declaring the week of May 27-June 2, 2001, as National Aquatic Week and urged all those in the City of Morgantown to support and promote this observance.



Deputy Mayor Ron Justice invited everyone to the dedication of the Edith Barill Riverfront Park & Recreational Trail on May 24, 2001, at 1:30 p.m.



PUBLIC PORTION:



Ed Sneckenberger, President of the Suncrest Neighborhood Association thanked the Beautification Commission and those that planted flowers in the triangles and plots of land throughout the Suncrest Neighborhood.



SPECIAL COMMITTEE REPORTS:

Deputy Mayor Justice mentioned that Mainstreet received several awards this year and most importantly the City Manager was selected as Best Outstanding Public Official of the Year for the State of West Virginia.



NEW BUSINESS:



CONSIDERATION OF APPROVAL OF FIRST READING OF AN ORDINANCE AMENDING THE FY 2000-2001 ANNUAL BUDGET: The following entitled ordinance was presented for first reading:



AN ORDINANCE AMENDING THE FY 2000-2001 ANNUAL BUDGET OF THE CITY OF MORGANTOWN AS SHOWN IN THE REVISED BUDGET ATTACHED HERETO AND MADE A PART OF THIS ORDINANCE AS THE SAME APPLIES TO THE GENERAL FUND.



After discussion, motion by Salucci, second by Byrne, to pass the above entitled ordinance to second reading. Motion carried 6-0. (Mayor Scafella Absent).

CITY MANAGER'S REPORT:

NEW BUSINESS:



ITEM NO. 1:

In April 2001, the Airport advertised for bids for a special purpose type vehicle truck on a 1-ton four wheel drive truck with dump bed, plow, and spreader. Three bids were received as indicated in the attached memo from Chuck Keener, Airport Director. I concur with the Airport and recommend that the bid go to Corwin Ford Sales for $41,952.00.

After discussion, motion by Miller, second by Byrne, to rebid as per the Airport Director to obtain a more sound bid. Motion carried 6-0. (Mayor Scafella Absent).



ITEM NO. 2:



In April 2001, the Airport advertised for a snow removal vehicle, (tractor) and auxiliary equipment (broom). As per the memo attached from Chuck Keener, Airport Director Alpha Associates reviewed the submitted bids and recommended that L&T Farm Equipment Inc., Buckhannon, WV be awarded the bid for $51,400.00.



Motion by Byrne, second by Miller, that L&T Farm Equipment be awarded the bid to purchase a snow removal vehicle and auxiliary equipment for the airport. Motion carried 6-0. (Mayor Scafella Absent).



ITEM NO.3:



Attached is a memo from Charles Keener, II, Airport Director recommending the execution of the FAA Grant AIP Project 3-54-0015-1601 for $576,912.00 to fund design projects, equipment purchases and a feasibility study. With Council's approval the grant can be executed so that the Airport can move forward with these projects.



After discussion, motion by Byrne, second by Salucci, to approve the City Manager to execute the FAA Grant AIP Project 3-54-0015-1601 for $576,912.00 to fund design projects, equipment purchases and a feasibility study at the Airport. Motion carried 6-0. (Mayor Scafella Absent).





ITEM NO. 4:



The Mon. River Trails Conservancy is requesting $2,000 from the City of Morgantown to help cover the cost of equipment and advertising for the 2nd annual Trail Mix Festival being held at Hazel Ruby McQuain Riverfront Park on Saturday, June 2, National Trails Day.



Motion by Salucci, second by Good to approve allocating $2,000 to the MRTC's tri-county Trail Mix Festival. Motion carried 6-0. (Mayor Scafella Absent).



CITY CLERK'S REPORT:



City Clerk Linda Little reminded everyone to call the City Clerk's office at 284-7439 to place their order for the United Way Colasessano Pepperoni Roll Orders.

CITY ATTORNEY'S REPORT:

Absent.



REPORT FROM COUNCIL MEMBERS:



Councilor Salucci: No report.



Councilor Good: Councilor Good mentioned that the BOPARC Green Space Coalition crews

are hard at work on the trail behind South Middle School. Councilor Good noted the Coopers Rock Foundation Celebration of the Outdoors will be this Saturday.



Councilor Miller: Councilor Miller mentioned she attended the Traffic Commission

Meeting and the same complaint

arises that people are driving too fast in the neighborhoods and one thing that would help is that their meetings be televised and possibly the Chair could attend the next COW to look at this issue. Councilor Miller has had a request to revisit the child care ordinance and will be pulling together the task force and asked that it be placed on the COW agenda.



Councilor Byrne: Councilor Byrne recognized a family in the South Hills Area, the Cappelli family. This family is always helping out the neighborhood elderly and more people should be like this and I commend them for being good neighbors and everyone should follow that example.



Councilor McClain: Councilor McClain responded that she also has nice friends in her

neighborhood. Councilor McClain commented that she noticed while driving in town how much cleaner the streets look.



Deputy Mayor Justice: Deputy Mayor Justice announced that

there will be a Civil War Reenactment at MHS tomorrow from 8am to 2:30pm. Deputy Mayor Justice informed the public that there will be a dedication to name the Star City portion of the trail as the Edith B. Barill Riverfront Park & Recreational Trail at 1:30 p.m. on Thursday, May 24, 2001. Deputy Mayor Justice stated that on May 31st at 6pm, there will be a meeting at the Puskar Center on the lighting of the Football Practice Field. Deputy Mayor Justice complimented BFI and the Solid Waste Task Force Committee on the work they did with the flux of students leaving with the collection of the garbage, and a reminder also that the next meeting for the SWTF is May 25th at 8am in the Public Safety Building. Deputy Mayor Justice noted the Fire Dept. unlock service memo and the City Manager's recommendation and requested that it be placed on the COW agenda for discussion.



Mayor Scafella: Absent.





EXECUTIVE SESSION:



Councilor Salucci motioned to go into executive session, second by Good, pursuant to Section 6-9A-4-6 of the West Virginia Code in order to discuss personnel matters with the following persons present: Deputy Mayor Justice, Councilmembers, City Clerk and Assistant to the City Manager. Time 7:56 p.m.











REGULAR SESSION:



Council by unanimous consent went back into Regular Session at 8:15 p.m.



Deputy Mayor Justice mentioned that the Beechurst Avenue Sidewalk Project needs approval of $100,000 from the Capital Escrow account.



After discussion, motion by Miller, second by McClain, to approve $100,000 from Capital Escrow for the Beechurst Avenue Sidewalk Project. Motion passed 6-0. (Mayor Scafella Absent).
