REGULAR MEETING JANUARY 21, 2003:


            The regular meeting of the Common Council of the City of Morgantown was held in the Council Chambers on Tuesday, January 21, 2003, at 7:30 P.M.

             

PRESENT: Mayor Ron Justice, City Manager Dan Boroff, City Clerk Linda L. Little, Assistant City Manager Jeff Mikorski, City Attorney Steve Fanok and Council Members Ron Bane, Jim Manilla, Frank Scafella, Teresa Miller, Bill Byrne, Florence Merow.


            The meeting was called to order by the Mayor.


APPROVAL OF MINUTES: Minutes from the special meeting and the regular meeting on January 7, 2003, were approved as printed. 

CORRESPONDENCE:


            Councilor Merow presented certificates to Suncrest Middle students.


            Mayor Justice presented a proclamation in memory of Jim Lattanzi.

 

PUBLIC HEARING - AUTHORIZING A LEASE AGREEMENT WITH THE ASSOCIATED PRESS FOR OFFICE SPACE AT THE AIRPORT:


            Pursuant to a legal notice appearing in the Dominion Post, Mayor Justice called for a public hearing on the above referenced Ordinance.


            There being no appearances or objections, Mayor Justice declared this hearing closed.


PUBLIC HEARING - AUTHORIZING A LEASE AGREEMENT WITH THE UNITED STATES GOVERNMENT FOR OFFICE SPACE AT THE AIRPORT:


            Pursuant to a legal notice appearing in the Dominion Post, Mayor Justice called for a public hearing on the above referenced Ordinance.


            There being no appearances or objections, Mayor Justice declared this hearing closed.


UNFINISHED BUSINESS:


            AN ORDINANCE AUTHORIZING A LEASE AGREEMENT WITH THE ASSOCIATED PRESS FOR OFFICE SPACE AT THE AIRPORT: The following entitled Ordinance was presented for second reading:


             AN ORDINANCE AUTHORIZING A LEASE AGREEMENT BY AND BETWEEN THE CITY OF MORGANTOWN (LESSOR) AND THE ASSOCIATED PRESS (LESSEE) REGARDING THE ASSOCIATED PRESS LEASING OFFICE SPACE FROM THE CITY AT THE MORGANTOWN MUNICIPAL AIRPORT.


            Motion by M, second by S, to adopt the above entitled ordinance. Motion carried 7-0.


            AN ORDINANCE AUTHORIZING A LEASE AGREEMENT WITH THE UNITED STATES GOVERNMENT FOR OFFICE SPACE AT THE AIRPORT: The following entitled Ordinance was presented for second reading:


             AN ORDINANCE AUTHORIZING A LEASE AGREEMENT BY AND BETWEEN THE CITY OF MORGANTOWN, AND THE UNITED STATES GOVERNMENT, LESSEE REGARDING OFFICE SPACE AT THE MORGANTOWN MUNICIPAL AIRPORT.


            Motion by M, second by B, to adopt the above entitled ordinance. Motion carried 7-0.

            After discussion, motion by M, second by B, to pass the above entitled ordinance to second reading. Motion carried 7-0.


CITY MANAGERS REPORT:


NEW BUSINESS:


Item No. 1:


At the budget conference session it was suggested that the City Council Meeting scheduled for February 18, 2003, start at 6:00 p.m. With Council’s concurrence this change will be made with appropriate public announcement and notice to the media.


Item No. 2:


Currently the Police Department is organized with 5 Corporal ranks. The Police Chief has recommended that this number be increased to 6 so that 2 Corporals can be assigned to each of the three shifts. With this action each patrol shift will have 1 Lieutenant, 1 Sargent, 2 Corporals, and 7 Officers. Special Note: This action does not increase the size of the Department, but it does assure that each shift will have 4 supervisors.


Item No. 3:


Attached you will find bid results for Laboratory Services for the City Landfill. I agree with the Public Works Director’s comments and recommend that the three-year contract be awarded to the low bidder Reliance Laboratories for an annual cost of $9,822.
