City Council Meetings are generally held the first and third Tuesday of each month, and Committee of the Whole work sessions are held the last Tuesday of each month. Council may schedule Special Meetings and/or move regularly scheduled meetings to avoid conflicts with holidays or other community activities. Unless otherwise posted, all meetings are held in City Council Chambers, located in City Hall at 389 Spruce Street. Regular Business Meetings are meetings in which Public Hearings are held and Ordinances are proposed, modified and adopted. In order for an Ordinance to become law, the Ordinance must be read, out loud and in its entirety, and passedby a simple majority (4 of 7 Council Members). This procedure constitutes the "First Reading" of an Ordinance. There must be two weeks between the First Reading and Second Reading (Adoption) of an Ordinance, and a Public Hearing must be held in between the two readings. Typically, the Public Hearing on an Ordinance will take place prior to, but on the same evening as, the Second Reading and Adoption. Committee of the Whole Meetings are opportunities for Council to meet and discuss City business, issues and upcoming Agenda Items, receive information, ask questions and identify policy options in an informal setting. No official action can be taken at these meetings.
