Free Smoke Detector Program
City of Morgantown Code Enforcement Office, again this year, is giving away smoke detectors. Thanks to Lowes at the Morgantown Mall for their generous donation of smoke detectors, we will be able to continue this very important program for another year. To qualify you must live within the corporate City limits, own your own home, and not be able to afford a smoke detector. If you cannot install the free smoke detector yourself, or do not have someone that can install the smoke detector, the Code Enforcement Office will have a Code Enforcement Officer install one. You may pick up the smoke detector at City Hall (389 spruce Street) or call 304-284-7401.

What is the purpose of a Building Permit?
The purpose of a building permit is to provide minimum construction standards established by the West Virginia State Building Code. These minimum construction standards provide safeguards for life, health, property and welfare by regulating design, construction, materials, use and the type of occupancy of all buildings. A building permit must be obtained any time a building or structure is erected, enlarged, altered, repaired, moved, converted, or demolished.

Purpose: Establish minimum health & safety standards for Rental Housing as they relate to the condition, maintenance and occupancy of rental dwellings and are intended to ensure that rental housing is safe, sanitary and suitable.

  • The City of Morgantown adopted the State of West Virginia Building Code as promulgated by the Fire Marshal under West Virginia Code 29-3-5b.
  • The State Building Code and its application within this City shall be subject to Legislative Rules adopted by the West Virginia State Fire Commission and authorized by the West Virginia Legislature.


  • The adoption of the Housing Code in 1979 requires all rental property within the corporate city limits of Morgantown to be registered with the City. They are inspected once every 3 years under the I.C. C. property maintenance code. These rental units must make corrections to any code violations found within 20 days of the on-site inspection or face citations, condemnations or both.


  • Prospective occupants may check with code enforcement to find out if a rental unit is registered, has a letter of compliance, type of occupancy and the number of people allowed to occupy the rental unit by calling 284-7401.


  • Occupants as well as property owners may call in a complaint of any code violation without reprisal of the property owner.
