OF THE

BEAUTIFICATION COMMISSION MEETING

November 17, 2004

5:00 p.m.

Public Safety Building

 

Members Present:       Ralph LaRue, Don Spencer, Chuck Penn, Donna Ford-Werntz, Marchetta Maupin, Bill MacDonald, Helen Madia


New members were introduced and welcomed: Carolyn Hampton, representing the 1st Ward, and Marilyn Bowers, representing the 2nd Ward.


Carolyn explained why she joined the Morgantown Beautification Commission.


Betty Gheza is retiring to live in North Carolina.


SPECIAL TOPICS:

 

1.         Parking and landscaping requirements, per new Zoning Ordinance.

 

2.         Memorial planting: there isn’t any guidance as to what can be planted or replacement for any destroyed trees or bushes.

 

3.         Development of Master Plan.

 

4.         On December 2nd at 4:00 p.m., there will be a meeting with representatives from WVU, BOPARC, WVU Foundation, and State DOH to discuss memorials and greenspace.


Ralph informed the Commission that a metal bench will be donated as a memorial item. He also informed us that the survey of Metheney Park will be completed and the funds ($500.00) don’t have to be paid by the Beautification Commission.


Marchetta feels it is too dangerous to do any work on University Avenue. She suggested pulling out the lilies and leaving the area as greenspace.


Donna Ford-Werntz had half of the e-mails responding positively (90% of respondents were students) to Adopt a Street. A new group has been added.


Chuck Penn listed different categories used in other cities for awards: private, business, and rental. Criteria used for judging: aesthetic, creative, appropriate use of land, maintenance, exterior of building, commercial property improvement, overall neighborhood improvement, and overall property improvement.

Marchetta attended a meeting in Pittsburgh, PA. She was enthusiastic about her trip and obtained some good ideas.


Don Spencer will discuss the Master Plan at the next meeting.


Terri Cutright will discuss signage at a future meeting.
